Cubans are witnessing historic change in their country's government. Following Fidel Castro's announcement that he would not seek re-election as president, the Cuban National Assembly elected the powerful, 31-member, Council of State to take his place. And one of the first international acts by the Council has been to sign two United Nations human rights pacts – a move Fidel Castro resisted for over 30 years.
